He's a good idea. I like that he's non-pony and I also like that he's not really a villain, just someone who was brought up to believe in an unrealistically strict moral code who'll eventually come to recognise his own sins.
On the front page, it says that real life people can't be added, which obviously makes perfect sense? But does this extend to characters they portray in webseries, like, for example, The Angry Video Game Nerd, who is drastically different from the guy who plays him, James Rolfe?
I think characters they portray like AVGN shouldn't be that much of a problem to write about on the wiki, but you'd have to be careful if you were to critique certain unpopular views they have towards certain media because it's either satire or not any different from the real person behind the character, such as the Nostalgia Critic.
Sorry to ask this, but can they be added? If so, I want to add two of my most popular and well-written Sonic OC's, Sid the Hero and Ominous, here if it's not too much trouble. Again, sorry to ask this.
Although, I did check out Omnious, and I must say I didn't expect a Sonic OC to have so much work put into their story, lore and overall character. But to me to allow a Sonic OC on this wiki, they'd have to have a bigger following, such as Super Mario Bros' Z's Mecha Sonic, even if that's a character from the official franchise who got a re-invention of his character in the fan series. And although they don't have a page here, Nazo and maybe Aeon are some other examples that make the cut.
I just wanted to tell you I really enjoy working on this wiki. We get to celebrate and honor all kinds of great characters, from all kinds of awesome media (and some not-so-good media). I would occasionally add a character I think deserves to be on here, or if the page is already on here, I would add some additional reasons or cut some unnecessary ones.
I also think your rules are pretty fair and justifiable.
No real-life people? That's good, the last thing I want to do is get someone angry over some complaints. (Although I may do some fictionalized versions of real-life people.)
Have at least 5 reasons? Great rule. That way, we'll know the person has enough qualities to make them stand out and make them unique.
A character's caption has to be a famous quote? Excellent. I love looking back in pieces of history and seeing right of the bat the kind of character I'm looking at.
But overall, I personally think you're forgetting about the biggest character-themed rule of all: No one-dimensional characters!
That's the main secret to having a piece of work in a story be memorable. You can't be memorable if you don't have a personality. It's part of what makes certain viewers, readers or players connect to the people (or other species) within the work. Even villains can be connected to real-life people if they're well-written. If the character's just a stereotype, they're basically copying what someone else did better and they wouldn't connect to anyone.

Due to my record of being very, and I MEAN very divisive, I'll just stay at this wiki rather than Miraheze, since that was where I've left a bad history. In my actual life, I was very depressed since I've had a hard time to not go on my IPad. Now, because of my jokes, I've been left with a depression period, due to people not even negotiating with me when they mass banned me. All I have now is the Deviants Wikis, and TV Shows Wikis. I'm not saying the Movies Wikis since I'm not that frequent at watching movies and the only article I've made was about Dead Leaves at Greatest Movies Wiki, as Friso102, my first account. I'll give you proof, but I know I'm not supposed to spam links, so I'll tell you. Go to the special pages at any wiki on Miraheze, scroll down to Global Accounts Management, then type Se, then TheInterneto, then HellYes. It's any order you want, really, Meta Miraheze if you want. I also only want to visit Loathsome Characters Wiki as Se. It's just when I first visited Miraheze, I finally had someone to talk to. I just wanted people, to at least negotiate with me. You know Atrocious YouTubers Wiki? I can understand why you don't like that wiki due to it being immature sometimes and being rather biased as well sometimes. I could not message you because Sean banned me without even offering one last request.
It's kind of sad that the wikis are the only place where you've found people to talk to, but I hope you understand that no-one liked or accepted your behavior. You're welcome here, just no funny business.
I just sometimes act stupid when talking. I understand why they find me annoying, and I've had some disputes the past times, like some people are now wishing me banned. The least they could have done is pretend to make fun of me. I honestly could talk to other people, but not as frequent. Just tell them to leave me alone at Miraheze, I'll stop.
I also understand why some pages are protected, due to the haters being mean-spirited. I think my first article here will be about Sherman from the Rocky & Bullwinkle franchise.
